What Texans should know
ACA employer rules
Employers with 50 or more full-time-equivalent employees are generally Applicable Large Employers under the ACA and must offer affordable coverage or risk penalties. Smaller employers aren't required to, but often do to compete for talent.
Small group in Texas
Small-group plans are generally for employers with 2–50 employees. Carriers usually require a minimum share of eligible employees to enroll.
Workers' comp is separate
Texas lets most private employers choose whether to carry workers' compensation. Benefits plans don't replace it. See our business insurance page.

Many carriers write groups starting at 2 employees. Voluntary benefits can work for almost any size.
Can employees pay part of the cost?
Yes. Most employers pay a share of employee premiums and let employees pay for dependents or voluntary add-ons through payroll.
When can we start a plan?
Group plans can usually start on the first of any month, with paperwork submitted a few weeks ahead.
